Project Overview

The Rehabilitation and Consolidation of the Gaza Industrial Estate (RCGIE) project aimed at rehabilitating and upgrading key infrastructure within the Gaza Industrial Estate (GIE) to improve its operational capacity and support economic development. The project involved several key components, including the rehabilitation of transformer rooms, repair of out-of-order power cables, external lighting systems, the wastewater collection system, pump stations, two water wells, and the desalination unit. These efforts were critical in ensuring the continued functioning of the industrial estate, which was a vital part of Gaza's economy, providing industrial capacity and job opportunities.

The final project evaluation aimed to assess the progress made towards the achievement of the project’s overall objectives and outcomes, focusing on relevance, impact, effectiveness, efficiency, and sustainability. The evaluation process analyzed the project’s result chain, processes, contextual factors, and causality, to determine its success, areas for improvement, and lessons learned for future projects.

Role of CEP in the project

CEP’s role in this project was to conduct a final evaluation to assess the project's achievements and outcomes. The consultancy services provided included:

Evaluation of Relevance, Impact, Effectiveness, Efficiency, and Sustainability: Evaluating the relevance of the project’s objectives in the current context, measuring its impact on the local economy and community, assessing the effectiveness of its implementation, and determining the efficiency of the resources used.

Assessment of Progress and Achievement: Analyzing the progress made towards the achievement of the project’s specific outcomes and outputs, and identifying factors that contributed to successes or setbacks.

Lessons Learned and Best Practices: Gathering key lessons learned throughout the project to inform future projects in the economic sector and identifying best practices to guide similar future initiatives.

Recommendations for Improvement: Providing actionable recommendations to improve the implementation of future infrastructure and economic development projects in Gaza and similar contexts.
