COMPANY PROFILE

Center for Engineering
and Planning

The Center for Engineering and Planning (CEP), established in Palestine in 1984, is a leading consulting firm offering professional services in planning, design, construction supervision, and engineering management to public and private sectors. Created to address the growing demand for a competent Palestinian firm capable of delivering high-quality engineering solutions, CEP has grown into a regional firm in the MENA region. The firm operates from its offices in Palestine and has successfully implemented projects across Palestine, Iraq, the UAE, and beyond.

CEP’s expertise spans over multiple fields, including infrastructure development, urban and regional planning, public buildings and research-based capacity building. The firm has undertaken major projects in wastewater collection, transmission, treatment, and reuse systems, as well as stormwater drainage, water supply networks, irrigation systems, and road and traffic engineering. In urban planning, CEP has delivered comprehensive town and regional plans, housing projects, architectural designs, and specialized facilities such as health centers and industrial complexes. CEP also excels in research-driven services, including environmental impact assessments, socio-economic studies, feasibility studies, institutional development, and performance evaluations.

A hallmark of CEP’s approach is its comprehensive project lifecycle support. From preliminary investigations and field studies to data collection, detailed engineering designs, tender documentation, and construction management, CEP provides end-to-end solutions. Its services include quality assurance, project monitoring, regulatory compliance, and adherence to donor policies, ensuring that all projects meet the highest professional standards.

CEP operates with a flexible workforce model, combining the expertise of its permanent staff with a network of part-time experts and local and international consultants. This approach allows CEP to access specialized skills and enhance efficiency while delivering timely and cost-effective solutions for a diverse range of projects.

With decades of experience, CEP has developed in-depth knowledge of donor regulations, institutional requirements, and the legal and organizational frameworks needed for infrastructure planning and development. By integrating technical excellence with socioeconomic and environmental insights, CEP continues to expand its footprint across the MENA region, contributing to sustainable infrastructure and community development in the areas it serves.

KNOWLEDGE & EXPERIENCE

Institutional database

Since 1984, CEP has been involved in a vast number of projects in almost every sector and region within Palestine. Some of our assignments involved data gathering from every community in the country for the purpose of development planning in the areas of wastewater and water, roads, electricity, education and health, while others were more sector-specific such as master planning integrated regional sewage systems, regional water supply and distribution systems, and the construction and expansion of educational facilities, etc. Other assignments involved monitoring and evaluation of projects on behalf of donor agencies, while others involved working directly with local communities to enhance their capacity to manage the new systems and facilities. Accordingly, CEP has at its disposal a very wide-based database on a substantial spectrum of development needs and objectives, which is readily available to our staff in the performance of their tasks and activities.
