Project Overview
The Municipality of Beitunia applied for funding from AFD for the rehabilitation of its water network, the supply of necessary equipment, and capacity building for municipal staff. The proposed project aimed to enhance access to clean drinking water for the residents of Beitunia by improving the water distribution infrastructure and ensuring the sustainability of the water network.
The assignment involved conducting an Ex-ante Evaluation in line with OECD guidelines to assess the feasibility, potential impact, and sustainability of the proposed project before its implementation. The evaluation would focus on aspects such as social, environmental, technical, and financial viability.
Role of CEP in the project
CEP’s role in this project was to support the Ex-ante Evaluation process, which included:
Feasibility and Risk Assessment: Analyzing the technical and financial feasibility of the rehabilitation works and identifying potential risks.
Impact Analysis: Assessing the social and environmental impact of the project, especially in terms of improved access to drinking water for the local community.
Capacity Building Review: Evaluating the effectiveness of the capacity-building activities for municipality staff and ensuring they aligned with long-term sustainability goals.
Evaluation Reporting: Preparing detailed reports that assess the project's alignment with OECD evaluation standards, ensuring it met the criteria for AFD funding.
